Scripturally, this commandment is binding only in the Land of Israel, in times when the release of land i.e. the Jubilee is in force there. By Rabbinical law, however, it is binding at all places and in all times,* and it is not permissible to demand payment of debt after the Sabbatical Year has passed: the debt must be canceled. * I.e. even to-day, when the law of the Jubilee is no longer binding in the Land of Israel
